From 2002 through 2008 he served as a Delaware state senator and Senate minority leader, emerging as a leading voice for education reform, government accountability, and criminal justice reform. From 2013 through 2017 he served as the Chairman of the Delaware Republican Party. Charlie also serves on the Board of the Caesar Rodney Institute and The Challenge Program.

From 1994 until 2017, Charlie had day-to-day management as President of Associates International, Inc. (Ai). Based in Wilmington, Delaware, Ai is a leading marketing implementation solutions provider, integrating four powerful technologies into a flexible, single source to help businesses and organizations drive revenue and deliver value through print and digital communications. From 2016 through 2020, Charlie ran the Intercollegiate Studies Institute (ISI). When Charlie took over ISI, he had just helped it emerge from near bankruptcy with $8,000,000 in debt versus $6,000,000 in assets. He successfully managed the organization through the start of the Coronavirus nationwide campus shutdown while maintaining a strong balance sheet and the fastest student engagement growth seen in over a decade.

Starting in 2020, Charlie focused his energies on various real estate and business endeavors in the State and joined the Caesar Rodney Institute as the head of the Center for the Economy and Government Effectiveness.

Charlie has a BS and MBA from Duke University and lives in Wilmington, Delaware.
